Anyone know what this bug this is that is killing my bush flowers?

every year this bush gets ready to bloom and all of the sudden at the base of the flower appear these little tiny black dots and before you know it, the almost blooming flower disintegrates/crumbles in your hand. We have sprayed every other week since early spring with a lawn and garden insect killer and it really looks like it didn't help one bit and the flowers are ready to bloom and I'm right back in the same spot I have been every year. When a couple of these do bloom, they look like a fuscia honeysuckle... would love to know what this bush is and what is killing all the flowers! HELP!

Do the little black dots move at all? The way you describe them don't make them sound like bugs at all, but something like mildew. It's a fungus that grows on plants when they're in a zone that's too moist for them. Move it to a sunnier area.

If it is a tiny bug, then I'd go for spider mite. They're immune to most bug-sprays because these are made for insects and spider mites are a kind of arachnid; just like their spider cousins, they are very tough. Then what you need is an acaricide. Insecticide soaps won't destroy them all, but they'll reduce their numbers and give the plant a chance.
